Financial Management for Elected Officials

Financial Management for Elected Officials is a practical, skills-based workshop designed to strengthen the financial knowledge and decision-making skills of municipal councillors, mayors and wardens.

Participants will explore:

  • The legislative framework and governance responsibilities associated with municipal financial management;
  • The relationship between municipal strategic plans and budget priorities;
  • How municipalities identify and select budget priorities;
  • The operating and capital budgeting processes;
  • The financial information needed to make informed tax rate, service and financial decisions;
  • How to interpret municipal financial statements and reports;
  • Budget monitoring and variance analysis;
  • The importance of financial controls, bylaws and policies; and
  • Communicating municipal financial information to the public.

The workshop is suitable for elected officials serving their first term or their tenth. No formal background in municipal finance is required.

The day will combine instruction with practical examples, municipal case studies and facilitated group discussions. Participants will receive an electronic workbook and a certificate of completion. Lunch and refreshments will be provided.

Build your confidence in interpreting financial information and using it to support municipal planning and decision-making. This practical course examines:

  • The legislative and accounting framework for municipal finance
  • Fund accounting and the municipal financial cycle
  • Municipal financial statements
  • Variance analysis and performance indicators
  • Long-term financial planning
  • Operating and capital budgets
  • Year-end financial reporting

The course includes two facilitated virtual sessions, municipal examples, group activities, independent learning and an electronic participant workbook. Participants must complete both parts to receive a certificate of completion.
